I have the same issue with an application - it tries downloading it from swdb02.manage.microsoft.com but then it fails with  this:

Exception occurs when downloading Win32App user session 0, the Exception is System.Net.WebException: An exception occurred during a WebClient request. ---> System.IO.IOException: Unable to read data from the transport connection: A socket operation was attempted to an unreachable network. ---> System.Net.Sockets.SocketException: A socket operation was attempted to an unreachable network
