IE ALWAYS displays Meet your new Internet Explorer page on images deployed with WDS

Question

I'm trying to setup several Windows 7 images for deployment with WDS, but keep running an issue with Internet Explorer 9 or 10 (possibly 11, but I don't allow that). Every time I open Internet Explorer after deploying an image, the Meet your new Internet Explorer page appears. I found a registry file I can import that disables it, but why does this keep happening? Has anyone else experienced this? I've tested the images in virtual machines before capturing them to the WDS server and they work fine. Google has not been helpful for this one.
