MDT TS stuck at processing rules

As recommended by a lot of SCCM experts I am creating a Win 8.1 reference image using MDT 2013. When I boot my reference VM using the MDT Build Lab x64.iso it gets stuck at "Processing Rules" as pictured below:

 

This is what my Rules look like:

Hello, I am having the same stopping point as you have in the post. I noticed no one responded to you. I wanted to find out if you found a fix for this yet? I sure could use the help. I am using MDT and Hyper V but I am pretty sure the fix is the same. I am thinking it may have something to do with the account (MDT) or local admin account one used in the Rules section and Boot.ini settings but so far I have not had any luck.
