Failed to send request, error 0x2ee7

I'm having an issue resolving endpoint protection - some people update, but the majority do not update. we have to update manually. On several of the machine, we are getting Failed to send request to <host>, error 0x2ee7, which i have looked up and shows the DNS could be set incorrectly, which it is not. Any suggestion on what to look for? i've looked it all logs. 

Failed in WinHttpSendRequest API, ErrorCode = 0x2ee7 FSPStateMessage 4/5/2015 1:53:36 AM 4844 (0x12EC)

That error is always a networking error, DNS or Firewall generally. Start there.

if you open the URL in a browser on that computer does it work? Do you have a Proxy server in place?

First off that is not the same URL as above. 

Secondly. In the URL above, can you in a browser download this cab file? if not this is your problem. There is a network issue between the client and the URL.

Again, my point being if you take the URL and paste it into IE does it work? It should work. If it doesn't work then that shows you the problem. If it does work, do it again with the Local System account and IE, does that work?

May this GIF will help explain things.  Does the URL work in IE or chrome? It should work.
