Language Packs not showing up in "Settings"

Question

Dear all,

we are installing various language packs during our Windows 10 (Pro) 1709 installation Task Sequence (SCCM Current branch), following roughly this guide:


This basically works well, however we do experience a conflicting behaviour:
When logging on to Windows, a "dism /online /get-intl" shows me e.g.  the German (Deutsch / De-De) langauge pack installed
alongside with the English language pack. (This is the wanted scenario)

However, going into the settings I don't see the English language pack, and the current user is not able to switch languages as only Deutsch is available:
(the desired scenario would be that both are present and could be used)

Could someone put me in the right direction what I am missing here?
