Hi,

Identifying the inactive computers is not that easy, here is an example report for computers when they last reported hardware inventory, software inventory, last heartbeat. http://ccmexec.com/2011/05/sccm-report-clients-that-have-not-reported-recently-per-collection/

 

You should also have a look at the Client Status reporting which is included in R2 and R3. http://technet.microsoft.com/en-us/library/cc161956.aspx

 

When it comes to inactive users I would do that in AD instead using scripts instead of SCCM.
