I know this is quite old but in your bat file the line with the xcopy command doesnt specify the source to copy from. It should read something like this - xcopy \\server01\vpn\*.* /s /e /q /y c:\install\vpn . Also, instead of using a bat file you can create a Task Sequence using the "Run Command Line" options. One for each line in your bat.
