I am doing the same and user and computer policy fire within a minute and I start recieving packages. I think the trick is to have a fully patched image. It seems that the microsoft patches have a higher priority than normal patches, if there are patches needed, it waits until those patches are successfully installed or fail. While sccm is downloading the Microsoft Patches, you will not get any notification....it just looks like the client is not responding.
