I would be doing it via a set of configuration items and a configuration baseline. Set it to run as the logged in user and you are set.

The mdt has a function called tattoo which writes this information to the registry of the machine.. I collect it as part of my inventory. I also use it as a wmi filter to filter group policies and application deployment only to new build machines. S -

Looks to me like you are trying to enable bitlocker without the "skip if no TPM present" check box checked. And you have no TPM or its not enabled.
