Had the same problem on ConfigMgr 1606 with hotfixes installed. Looked at the '..\XmlStorage\ConsoleRoot\ManagementClassDescription.xml' file and could find no 'ClassDescription Name' for either 'SMS_DeviceThreatProtectionSettings', 'SMS_MDMDeviceCategory' or 'SMS_AppConfigTemplateSettings. The good news is that 2 of the three seem to be included in 1610 ('SMS_DeviceThreatProtectionSettings' and 'SMS_MDMDeviceCategory). I was tempted to hack the .xml file, but the resources also need to be in "AdminUI.UIResources.dll. The 1610 .dll also includes resources for 2 of the 3.
