Seconded. This issue occurs when trying to run `explorer.exe` from anywhere. There is apparently a version of it in the System32 directory in addition to a copy in C:\Windows. System32 appears first in $PATH and the copy found there appears broken. If you run the version under C:\Windows there is no issue. Very curious.
