[default] section of customsettings.ini not applying

Title pretty much describes my issue.  None of the settings or skipped wizard pages are applying.  If I do a dry run with ZTIGather.wsf, the log shows that all the properties defined in the default section are being set however when I deploy the image I still have to go through every page of the wizard that I skipped, selecting values that were already defined in customsettings.ini.  Here's what I've got in my customsettings.ini so far.
