Every time I come looking for the solution to this error it turns out that my network team created a new segment that I wasn't aware of. Add the boundary and add that to a boundary group and problem solved.

Don't forget to check the obvious first. Make sure the content actually is distributed. I had inadvertently removed the DPs from the update package so the content literally was not available. Oops.
