You don't have anything to register with the machine, you'll just want to copy the files to the machine, and it's ready to run. You can build your own shortcut file to the sqldeveloper.exe in the main folder and copy that to the user's desktop - guessing you'll need a variable to reference the OS user name unless you can use a relative file path.
