I was able to narrow the issue down to one specific driver causing the issue. It was a dell audio driver for the XPS12 tablet. I was able to import all the other drivers for this device separately. I then went back and downloaded an older version of the audio driver. I was able to get the import to work successfully.

I am also having this issue. My status bar appears to stuck in the same location as your attached screenshot.
