My issue was due to trying to move the content library to a VNX/CIFS share, I later found that " That will never work […]. It needs to be a Windows hosted share backed by an NTFS volume that supports hard-links." Changed location to a windows share and the move went ahead ok.

I'm having a very similar issue, the source location is blank but it still allows me to initiate the content move. However, it never completes, just gets to 99% and then restarts, I was hoping to solve the blank content location issue first but likewise haven't been able to find anything on google.
