Hi, I had the same issue today on a Windows 2003 server. Please check the prerequirements for the SCCM client to run. https://technet.microsoft.com/en-us/library/gg682042.aspx In my case I missed the .NET Framework 4.0 for Win Server 2003. After installing this everything works just fine.
