I have exactly the same problem! The command works in an elevated prompt but doesn't inside a task sequence (it returns error code 0 though).

Thanks for this! I followed your guide and AppsFolderLayout.bin is indeed copied to the default user profile on the .wim that is being deployed later on. But the Start Screen stays default, no extra tiles. At the end of my 'install task sequence' I do a sysprep&shutdown so users can choose their own username, etc. Can this be the issue?

Did you ever get a response from Microsoft Support? We have exactly the same issue on about 65% of our clients. Yes, I can manually remedy the inactive clients but the day after they will be inactive again?
