Do you have a virus scanner enabled on the site server? If I were you, I would try it out. -

I had the same problem. Uninstall SCEP and other antivirus-software from the server. Check here: http://www.clientmgmt.de/it/sccm-2012-r2-wds-service-kann-nicht-gestartet-werden/
