  1. Like Garth said, it is not necessary to enable Software Inventory to use Software Metering if you add rules manually even if it's mentioned on Technet. However, I always thought we need to enable software inventory to use the automatic rules creation.

If you want to install client on server with SE2, make sure your boundary group site assignment for your servers boundary is based on SE2. Maybe you are having an overlap configuration?   6. The computers are on the same ADUC OU? If they are not detected, did you try to run a system discovery in the Discovery Methods and check the log adsysdis.log.
