Once the option marked, a certificate is created in "Administration"> "Security"> "Certificates". Check if it is and right click> "Unblock" and try again.

Thanks for the post. I know it is old, but this has been necessary recently and has served me well. I had to combine it with this article: Manually import updates into WSUS and SCCM. Because some things have changed a lot in these 10 years. I'll leave it here in case someone like me comes to the post and needs more help.
