USMT Migrate QuickAccess shortcut on windows 10 21h1

i noticed recently that windows 10 21h1 machines not migrate quickaccess shortcuts as previous versions,

i'm using latest version of usmt migration tool and custom.xml that works without issues before upgrade to 21h1 of windows 10

 

what i need to change to achieve this? it's important to me to migrate quick access on windows 10 and 7

look at your scanstate and loadstate logs, do they reveal the cause ?

i solved my problem by change xml context and loadstate syntax

actually no, just keeping digging on forums and try to update the xml settings

the logs not help me on this case
